What is being proposed for the site?

We are proposing to demolish the existing Blenheim House office building on Duncombe Street and replace it with a purpose‑built student accommodation development ranging between 7 and 20 storeys.

The project would deliver up to 720 student beds across a mix of unit types, including studios and cluster flats, supported by internal and external student amenity spaces.

All accommodation will exceed minimum space standards and be designed to ensure good daylight and high-quality living conditions.

The scheme also includes significant public realm enhancements, such as:

  • A new principal elevation and public realm frontage onto Marlborough Street, improving the pedestrian environment.

  • An enhanced frontage onto the A58.

  • A pocket park at the junction of Marlborough Street and Duncombe Street.

  • Outdoor garden areas for students.


What about traffic and access for the new student scheme?

The site is located within the city centre and is highly accessible; being located within a 20‑minute walk of the University of Leeds and Leeds Beckett University and within easy reach of Leeds railway station and other amenities. The development will therefore be car‑free, helping to reduce traffic impact in the area.

Cycle parking will be provided in line with Leeds City Council transport policies, with a total of 144 long‑stay and 20 short‑stay cycle storage spaces.


What public areas are being created?

Public realm improvements will comprise a new public realm frontage on Marlborough Street including widening of the existing footpath, a pocket park at the Marlborough Street / Duncombe Street junction and outdoor landscaped areas. The frontage to the A58 will also be enhanced.


Who is submitting the planning application for the site?

The application is being submitted by the site owner, Jubilee Property Group. Jubilee has developed and managed sites across Leeds and the wider Yorkshire region for more than 25 years. Jubilee has owned and managed the Blenheim House site since 2018, with early conversations about its potential redevelopment held with Leeds City Council in 2024.


Why not continue renting out the office space at Blenheim House?

The current occupiers have confirmed that they will leave the office space at the end of their tenancy in October 2026. The location and format of the office accommodation does not meet the needs of businesses looking to invest in Leeds or relocate within the city - demand being more focussed upon Grade A accommodation in the commercial core area of the city centre.


Who will develop and operate the new student scheme?

Jubilee is leading the planning process and are in active discussions with potential development and operating partners. Jubilee will finalise these appointments once a planning permission has been granted.


When will the planning application be submitted?

We anticipate submitting a planning application in Summer 2026.


When will a decision be made?

If the planning application is submitted during Summer 2026, we anticipate a decision before the end of the year.


When would construction start?

If the application is approved before the end of 2026, construction is expected to begin during 2027.
